01Bind before, not after
A clearance is signed and bound to a specific inference shape (model, input commitment, jurisdiction, data class) before the call is allowed to execute. The signature is the permission slip.
02No clearance, no run
In Gate mode the inference engine refuses any call that can't present a valid, unexpired clearance. An uncleared inference is blocked from running, not flagged afterward.
03The closed loop
Imprimatur says ALLOWED → the model runs → an existing Hive receipt (SiGR, AFiR, Stream) proves what actually ran. ran_as_cleared is true only when the executed model matches the cleared model.

Pick what you actually run: text, voice, video, documents, or payments. The matrix shows which primitives operate on it and what each one proves. Imprimatur is the only one that binds a clearance before the call. The rest prove what happened after.

The four pre-conditions

A clearance issues only when
all four are satisfied.

Each pre-condition is a named, signed leaf. The four are folded into a single Merkle commitment, the precond_root, using the same construction as Hive's batch receipts. Two calls with an identical satisfied set share a root and laterate off one clearance.

The input is presented as a sealed commitment, eligible under the tenant's policy. Raw payloads never have to cross the boundary to be cleared.
03 · Context permitted
Jurisdiction in force
The policy regime for this call, EU AI Act, HIPAA, a data-residency rule, is in force at issuance time and recorded in the clearance.
04 · Boundary authorized
Data class checked
The data class, PHI, PCI, none, is authorized to cross this boundary. A clearance for one class doesn't authorize a call carrying another.
What it asserts, and what it never will

It proves your checks ran.
It does not certify the law.

This is the line that keeps the primitive defensible. The enterprise defines the policy. Hive enforces it and signs that the enforcement ran and passed. Hive is not a truth oracle for legality.

Two modes, one primitive

The enforcement door. Present the clearance and the call about to run. The engine returns ALLOW only if the clearance verifies and binds the call. Otherwise REFUSE, which is how an uncleared inference is kept from executing. With executed_model, the same door runs the closed-loop ran_as_cleared check.

The consequence layer

A gate that only says no is a filter.
This one is a warden.

Every decision carries a consequence, and the consequence differs by what failed and how often. A filter throws away the calls it blocks. The warden keeps them, counts them, and rings the bell when the pattern emerges. The same control that blocks bad calls also earns trust, repairs the fixable, and raises an alarm on the threatening.

A cleared call leaves with a signed passport that downstream systems trust without re-checking, and the requester's clean record compounds. Ten thousand clean clearances and zero hard refusals is a checkable reputation asset. The clean get faster, cheaper, and more autonomous over time, because their history is signed proof of good standing.

A correctable failure, a stale consent token, a misconfigured jurisdiction, a missing but obtainable approval, bounces back with the exact failed pre-condition and a repair path: “jurisdiction not permitted for this policy version. Update and resubmit.” No alarm. Normal operational friction, with the way to clear next time.
Hard refusal
Quarantine & flag
A failure that shouldn't be retried, an unapproved model reaching for PHI, an action explicitly outside policy, a data class the requester was never authorized to touch, doesn't bounce back. The attempt is held as signed evidence, the requester is tagged, and compliance and security are notified. The denied call becomes a record of an attempt to act out of bounds.
Repeated hard-refusals escalate
The signal is the product
One hard refusal is an incident. A pattern from the same agent is an alert. Rate of denial per requester is a monitored threat signal, and a requester past a threshold can be suspended pending review. That's evidence of attempts that never executed, which no forensic log can produce.

An Imprimatur extension

Capture law, encoded as policy.

Audio and video are among the most legally protected data classes there are: recording consent, biometric, retention, all varying by state and country. Every vendor running AI on recordings carries this exposure, and none can prove compliance today. Jurisdictional Clearance turns the capture law of where a recording came from into a counsel-authored policy the gate checks and signs. So a vendor can prove every inference was cleared against the applicable rule, while Hive never decides what the rule is.

Hive is a provenance provider, never a rule-maker. Counsel encodes the law into versioned policy. Hive checks the inference against it and signs the result: cleared_against_policy_vN_for_jurisdiction_X. Never legal, never admissible. That boundary is the whole product's safety.

Checking a clearance is free for anyone, offline, with no secret. Reuse via precond_root is free. An identical satisfied set laterates off the existing clearance. The meter is the wedge. For a regulated buyer the annual license is the close.

A clearance is not a receipt. Per-attestation signing is metered separately at $0.0002 on the canonical pricing page; the rate above prices the gated control that issues it.
