What this is

RATE-NEGOTIATOR sits before the HTTP 402 in Circle's flow, at the point where buyer and seller agree on price. Circle's documented flow starts once a resource request gets a 402 response. Nothing in that flow proves how the price attached to the 402 was reached.

Hive's angle is a signed record of the price agreement itself: what was proposed, what was accepted, and by whom. That gives a third party a way to check the price wasn't changed after the fact, before payment ever happens.
